• 4. Description [Abstrak] : This study aims to describe China’s health assistance to Venezuela in 2018 and 2019. The research method used in preparing this thesis is descriptive type. Data collection techniques use literature studies related to research topics and the type of data used is secondary data. The analysis technique is qualitative content analysis. In this study, researcher used the concept of Human Security and the concept of Soft Power. The results of this study show that Chinese health assistance is part of human security that focuses on health security. This is because Chinese health assistance meets the health needs of Venezuelan citizens whose are hit by the crisis. The medical assistance is in the form of free medical services through the Chinese naval medical ship, the Peace Ark and the delivery of medical equipment and medicines via plane from China to Venezuela. Chinese health assistance is a form of China’s soft power against Venezuela in the context of human security. This occurred because the aid is based on the same values that China and Venezuela have, namely, humanity values. China itself is using its soft power on Venezuela because it has its own economic and politic agenda. China does not want Venezuela to fall further into crisis so that it becomes a weak country and undergo bankruptcy. China wants to make sure Venezuela can pay its debt and China needs Venezuela’s existence as a strong socialist ally so that China’s influence and relevance in the Latin American region does not fade.
