As one of the policy of their public agriculture is through the FSRIA 2002, an effort of USDA in implementation FSRIA 2002, this thing will be expected for the small farmer but the fact of that it caused another problem, which is the unbalance of the distribution of subsidize inside of USA society. The change of an income of a group of farmer and the material profit goes into a bigger agrobusiness.
