After seven periods following the PISA survey from 2000 to 2018, Indonesia has yet to show the results of the achievement of high scores in the literacy field. Low literacy in Indonesia is a lack of public awareness of the benefits of reading. Indonesians are more accustomed to listening and speaking than reading. The purpose of this research is to find out the role of OECD in increasing literacy in Indonesia. The role of the OECD is to help realize the sustainable development agenda by 2030, in this case SDG 4 on quality education. The OECD seeks to realize these targets by 2030.
