Description [Abstrak] : Foreign loans are any state revenues both in the form of foreign exchange and foreign exchange which are also in the form of goods or in the form of services obtained from lenders which must be repaid with certain conditions. This study discusses to explain the implementation of dam construction as well as study and describe the obstacles issued by the Indonesian government in working on the Karian dam project development. This thesis used an descriptive research method with secondary data. Qualitative is used to analyse the data. The concept of bilateral cooperation and the concept of foreign aid are used to answer the reasons South Korea’s Foreign Loans for Indonesia in Karian Dam Construction in Banten through the Economic Development Cooperation Fund in 2016. The results of this study indicate that the implementation of foreign aid through the Economic Development Cooperation Fund for the construction of the Karian Dam can create sustainable development and support food security, water security and energy security and open opportunities for cooperation with other countries in developing a sustainable economy, but in current development this has only reached 56,5% due to problems with land acquisition.
