Description [Abstrak] : The purpose of this study is to describe the implementation of the collaboration of the Regional Government of Kutai Kartanegara District through RASI with the Government of Japan through the Institute of Industrial Science, University of Tokyo (IIS/UT) in efforts to protect and preserve the Mahakam River Pesut in year of 2013-2015 and explain the concept of environmental conservation as basic theory is also the concept of governance as a reference for cooperation between countries in cooperation.In this writing, the author uses secondary data, i.e. data obtained from sources of library books, interviews and online data searches through internet media, whereas in this qualitative descriptive study where the authors reveal events or facts of a situation, phenomenon or variable that occur when the research is ongoing by presenting what actually happened. Data analysis technique used is data reduction techniques so that the data used correlate with the formulation of the problem that has been made.From the results of the research conducted, it was concluded that the cooperation between the Government of Kutai Kartanegara and IIS/UT also RASI as technical implementers so far has been very optimal and has greatly helped the Government of Kutai Kartanegara in carrying out efforts to preserve Pesut, as evidenced by the results of the performance of collaboration with RASI from 2013 to in 2015 by maximizing acoustic system tools, visual observation of pesut, and various training and counseling to improve human resources, all of which were followed by a series of work programs in 2016 until later in 2021.
