Description [Abstrak] : The revocation of the transboundary facilities “Pas Lintas Batas” (PLB) Sebatik-Tawau by the government of Malaysia in 2013, have get a response from the Indonesian government with make internal and external efforts to qualify modernization ferryboat of Sebatik-Tawau to the ship above 7 GT according tointernational security standards shipping as acondition for reopened PLB Sebatik-Tawau. The Indonesian government has qualified procurement vessel asked in March 2016, where the Tasbara ship has been lean in port Liem Hie Djung after a series of the trial feasibility. But, what happened until 2017 the Indonesian government has qualified procurement the ship was, Malaysian government still not give permit of PLB Sebatik-Tawau.The reaserach result show that reason of Malasysian not give permit of PLB Sebatik-Tawau not only a ship is not in accordance with international shipping security standars, there are other reason about cost and benefit on the provision of licenses of PLB Sebatik-Tawau who later became consideration of Malaysia to still not give the transboundary passage permission on the border of Sebatik-Tawau
