• 4. Description [Abstrak] : Russia is one of the countries that seek to get closer to the Islamic world and Russia is also a observer in the Organization of Islamic Cooperation. The purpose of this article was to clarify the reasons Russia became an observer in the OIC countries since 2005. This research uses explanatory research. In this article the author uses the theory of decision making is used to provide an overview of the reasons this article. Technique of data analisas used is qualitative analysis. The reason Russia became an observer in the OIC there are 2 factors, namely eskternal and internal. External reasons are for amending the bad image of Russia in the eyes of Russia’s International and strengthen cooperation with OIC member countries especially in the Middle East region. The incident became a boomerang for Russia that gave rise to negative views from abroad or within the country. This problem is feared by Russia because it will affect the interests and stability of the Russian Government. However, in 2003 Russia became one of the countries trying to get closer to the Islamic world. Where Russia’s achievement of international concern is with Russia’s participation in OIC since 2005 by being an observer in the Organization for Islamic Cooperation. OIC itself is an international organization that berideologi Islam, whose members are dominated by Islamic countries. Russia as a big country also strives to rival the dominant Western and American hegemony of today. While the Internal reason is the awareness of the Russian government over the rapid growth of Muslims in Russia and the important role of Islamic organizations in the government that stood in Russia.
