• 4. Description [Abstrak] : The purpose of this study is to describe the implementation of the Indonesian Transport Safety Assistance Package (ITSAP) program period 2010-2014. The research method of this thesis is descriptive, describing the implementation of ITSAP program to improving aviation safety in Indonesia. This study the use the concept of implementation to perform analysis in this study.The results shows that the implementation of the ITSAP program to improving aviation safety in Indonesia implemented through grants and technical assistances. The aid gived by the Australian government to the Indonesian government of $14.5 million, while technical assistance is implemented through investigative techniques training, assisted Indonesia to establish a single air navigation service provider, training on tropical mountain terrain operations, Airport Rescue and Fire Fighting Services (ARFFS) and Airport Emergency Plan (AEP), apron safety workshop, wildlife prevention training at aerodrome, and training of airport reporting officer. The implementation of the programs has been running well, it proof by results achieved from the programs that have been run. However, there are external factors that being obstacle to improving aviation safety in Indonesia, such as technical factors, facility factors, and weather factors.
