• 4. Description [Abstrak] : This research aims to find out how the Policies of the United States of America toward the nuclear development programs conducted by North Korea. This research was analytic description which explaining the policies made by America to stop the nuclear programs of North Korea. The data were collected by doing library research and using secondary data, including the data derrived from books and internet. Concepts or theories used in this research were the Concepts of Foreign Policy and Diplomacy Concepts .The result of the research showed the Policies of the Unites States of America towards North Korea in relation to nuclear development program included the use of diplomacy approach. Diplomacy was selected by United States of America as the implementation of its policies through some meeting such as Three Party Talks and Six Party Talks. Three Party Talks took place in April 2003 and China was the host. The contries involving in this meeting were China, United States of America, and North Korea. The purpose of the establishment of Three Party Talks was to stop the nuclear programs ofNorth Korea. Because this meeting did not have any agreement then another meeting with Six Countries was established with the members consisting of United States of America, Russia, China, South Korea, North Korea and Japan. The Six Party Talks meeting was conducted on August 2003 in Beijing and it also failed because either North Korea or United States of America did not realize the agreements that had been approved.
