• 4. Description [Abstrak] : The agriculture subsidy policy is one of issues that agreed in The Ninth Ministerial Conference of WTO in Bali, Indonesia in 2013. The Agreement is called “The Bali Package” contained three of Doha Agendas, namely: Trade Facilitation; Agriculture, Cotton; and Development and Least Developed Countries (LDC) Issues. The agriculture subsidy policy is in the agriculture agenda that related to Public Stockholding for Food Security Purposes. In the process of achieving the agreement, India refused to agree the package that had arranged until the end of official schedule of the conference. This is caused by India’s proposal related to agriculture subsidy was not fully agreed by the developed countries specially United States of America. India proposed to change the regulation about agriculture subsidy in WTO, from 10% to 15% of total national product and took it permanently to achieve food security. But in the extention time of the conference, India decided to agree the package that had arranged although the criteria of the agriculture subsidy inside of the package is not fully as India proposed early. India decision is influenced by the existence of India in the current system of the WTO and the influence of external facors of India foreign policy decision making.
