    The aims of this study to describe the Ministerial Decree No.150 of 2000 and analyzes the implementation of Law No.13 of 2003 in the face of layoffs Issues in Social Services and Labor in the City of Tarakan and to determine the supporting and inhibiting factors the implementation of the Implementation of Law No.13 of Year 2003 in the face of layoffs Issues in Social Services and Labor in the City of Tarakan. The techniques of collecting data through; interviews, observation, and documentation. The collected data were analyzed by using an interactive model of data analysis techniques of Miles and Huberman’s opinion in Sugiyono.
    In this study the Researcher in collaboration with the Department of Labor Tarakan City as informants who provide information about the data associated with the object that I researched the Ministerial Decree No. 150 of Year 2000 regarding termination and case study the implementation of Law No.13 of Year 2003 concerning employment .
    From the research Shown that the Department of Social Servies and Labor tried to solve layoffs case (Termination of Employment) that occur between employers and workers in accordance Ministerial Decree. 150 Year 2000 by Law No.13 of Year 2003 concerning employment. The main focus of this research is layoffs (Termination of Employment) no voluntary termination mechanism (Termination), labor disputes and compensation. In practice the main problems that become an obstacle to implementation is the lack of understanding by employers about workers’ settlement procedures of employment. Due to the lack of understanding of both sides, it will bring up the issue of labor disputes. Therefore the Department of Social Welfare and Labor continue to strive to do its job in resolving the issue of layoffs (Termination of Employment) with responsibility and with as where it should be, that the settlement issue can be resolved without any party favor.
