Description [Abstrak] : The conflict between Russia and Ukraine which was tense in 2021 heated up again when Vladimir Putin announced to send his military forces to Ukrainian territory on 23 February 2022. The European Union which supports Ukraine condemned Russia’s actions and imposed several sanctions on Russia as an ultimatum for Russia to stop the military action. In the sanctions issued by the European Union to Russia, three sanctions plans include energy sanctions which were rejected by Hungarian Prime Minister Viktor Orban in a press statement. Therefore, this research examines Viktor Orban’s rational choice to reject several European Union sanctions on Russia. This research uses explanatory research methods which aim to explain the reasons behind Viktor Orban’s rejection of European Union’s sanction plan on Russia which were stated in a press conference. This research uses the Rational Choice theory which was initiated by Graham T. Allison. Rational Choice explains the rational choice process taken by a rational actor who considers all options and acts based on the best course of action based on rational calculations. These considerations will explain how Viktor Orban made the best decision and chose to reject the European Union’s sanction package plan against Russia.
