Description [Abstrak] : The results of the study show that OPEC’s reasons for withholding oil production quotas in 2014 are to maintain OPEC’s oil market share, to avoid monopoly of US oil production on the world market, and to maintain the stability of world oil prices. OPEC is trying to achieve its goals by maintaining the oil market share of the United States, Shale Oil, which continues to experience production development. Based on the results of this policy, OPEC has succeeded in making the production of Shale Oil in the United States decrease in the short term with low oil prices and according to that, the implementation of the policy suits to OPEC’s goals so as OPEC gain some benefits from the rational choices taken. Therefore, the costs obtained from this decision are making oil prices decrease, unstable and there is an increasingly aboundant of oil production due to production from OPEC and Non-OPEC. In addition, the policy also has an impact on the income of its member countries that are experiencing an economic downturn such as Venezuela, Iran, and Algeria.
