Description [Abstrak] : This research aims to explain explanatoryly the reasons for the United States imposing CAATSA (Countering America’s Adversaries Through Sanctions Act) sanctions issued in 2018 to China. The methodology used is explanatory using secondary data which is then answered using the concept of decision making from discussing what made the United States impose sanctions contained in the CAATSA to China. The results of this research explain that the reason for the United States imposing CAATSA sanctions on China was due to the military trade relations carried out by the Chinese military with Russia through EDD (Equipment Development Department), which resulted in EDD and Li Shangfu (head of EDD) being given 5 out of 12 CAATSA sanctions. contained in section 235. The arms trade relationship between China and Russia that is established is the purchase of weapons by EDD in the form of S-400 weapon systems and SU-35 jet aircraft. CAATSA itself is a law made by the United States government to counter all threats that could harm the United States, and arms trade between Russia and China is an action that can harm the United States.
