• 4. Description [Abstrak] : The quality of education in a country can be measured from the learning outcomes in that country. To improve the quality of education in Indonesia, the governments of Australia and Indonesia are working together through the Innovation Program for Indonesian School Children (INOVASI). This collaboration was established from 2016-2020 in phase I and partnered with 4 provinces in Indonesia. One of its partners is North Kalimantan Province, namely in Bulungan and Malinau Regencies. Educational collaboration through INOVASI encourages the implementation of various programs to improve the quality of learning outcomes and literacy skills of elementary school students in Bulungan District. The theory used for this study is functional bilateral cooperation and relative gains. This research method is qualitative with interview data sources and literature studies. The results of this study indicate that through the implementation of the INOVASI program in Bulungan, education has progressed in terms of student learning motivation, teacher competence, and influencing local policies. The Bulungan Regency Government has succeeded in optimizing the objectives and benefits of the collaboration through the INOVASI Program.
