The conflict escalated in 2016 then the conflict stopped after conflict resolution. However, the conflict heated up again in 2020. This research used qualitative methods, and theory conflict resolution from Johan Galtung to explain the research questions. Obstacles to conflict resolution between Armenia-Azerbaijan is the objective condition of territorial integrity of Azerbaijan and Armenia refusing to recognize integrity until the signing of the second peace agreement, and the security dilemma and than subjective condition of obstacles especially the issue of political representative.
