    Negotiation on the liberalization of world trade is more focused, balanced and involved many new countries formally has just began in September 1986, after the signing of the Declaration of Punta del Este, here in after and had been known as the Uruguay Round. the Multilateral negotiations to restructure the international trade system was in the GATT (General Agreement on Tarifs and Trade), in order to prevent the rising protectionism in developed countries. In liberalization of trade in agriculture, the Uruguay Round has produced a compromise document in December 1993. The results of these negotiations were an ambitious agenda in the reform of trade in agriculture.

    Injustice of the pattern of trade and agricultural policies stick together implementation of agreements that have been agreed upon member states in the WTO impact on natural rubber price fluctuations, leading Indonesia, Malaysia, and Thailand as a major exporter of natural rubber, agreed to form the International Tripartite Rubber Corporation (ITRO) through the Joint Ministerial Declaration Main Natural Rubber Producing Countries World on Desember 12 2001.
