• 4. Description [Abstrak] : This research aims to explain about the reasons for the Vietnamese Government implementing an import restriction policy through Decree Number: 116/2017/ND-CP 2018. The research method uses an explanatory research type with data sources obtained from books, journals, websites and valid news. In this research the author uses the concept of Protectionism. The results of this research indicate that there are two reasons that caused the Vietnamese Government implementing an import restriction through Decree Number: 116/2017/ND-CP 2018 on CBU import car products. First, the Vietnamese Government sought to increase domestic car production by increasing car sales in the national automotive market, considering that AFTA regulations had been implemented since 2018, it caused the lower car prices in the market as an impact of import duty taxes reduction. By limiting import CBU cars, the local competition expected to be reduced and potentially would develop Vietnam’s domestic car production. Second, the Vietnamese Government tried to protect its domestic automotive industry from global competitions. Since 2017, the Vietnamese Government had focused on supporting local automotive companies such as Thaco and Vinfast in developing their national car products. Some of the challenges faced by local companies comes from global competitions, as Vietnamese Government’s strategies to compete in this competition, the government limited imports of cars from other countries so that the opportunity to increase GDP as the results of its attempts to develop the national cars could be achieved
