• 4. Description [Abstrak] : This study aims to look at the Role of the United Nations Children’s Fund (UNICEF) in Dealing with Child Refugees in Hungary 2015-2017. The concept used in this study is the Concept of Refugees and the Concept of International Organizations. the concept of refugees is used to identify refugees and their rights (in this case refugee children), while the concept of international organizations is used to analyze the roles undertaken by United Nations Children Fund (UNICEF) to deal with the problem of refugee children in Hungary in 2015-2017, United Nations Children Fund (UNICEF) carries out its three roles as an international organization, namely as an independent institution of actors, arenas and instruments. From the analysis conducted, the results show that the humanitarian problems experienced by child refugees in Hungary are a matter of the inability of the Hungarian government to guarantee and fulfill children’s rights (in this case refugee children who are in Hungary). The United Nation Childrens Fund (UNICEF) in dealing with the issue of refugee children in Hungary in 2015-2017 carried out three roles as international organizations, namely as independent actors, arenas and instruments. Role as an independent actor is implemented through fundraising aimed at refugee children in Hungary, the role as an arena for implementing Technical Cooperation with government and other organizations, while the role as an instrument is implemented through programs such as: (1) providing counseling and reunification. for refugee children, (2) making Child Friendly Schools (CFS), (3) provision of Infant and Young Child Foods (IYCF), (4) Provision of water, sanitation and hygiene infrastructure (WASH).
