  • 4. Description [Abstrak] : This research examines the Indonesian government’s response to the
IPCC AR6 Synthesis Report which will be released in 2023. This report is the final
stage that summarizes the IPCC AR6 cycle as a whole and provides information
about global climate conditions that require extreme control. This research uses
qualitative methods with descriptive research, and utilizes secondary data obtained
through library research. These various methods are used to describe the
Indonesian government’s response to climate change, especially after the release of
the IPCC report, in preparation for COP28 UNFCCC 2023. This research explains
how the IPCC as a global environmental regime in carrying out its role is then
responded to by the Indonesian government as one of the countries that has high
vulnerability to climate change issues, especially in the Southeast Asia region.
Using the concepts of Environmental Politics and Environmentalism, this research
describes several responses by the Indonesian government, including increasing the
Enhanced NDC target. Indonesia is committed to the UNFCCC to reduce national
Greenhouse Gas emissions by 31.89% (from previously 29%) with its own efforts or
43.20% (from previously 41%) with international assistance by 2030. Other
responses include accelerating early retirement of PLTUs as a part of the energy
transition. Other findings show an extension of cooperation between Indonesia and
the UK through the MENTARI program, as well as cooperation between PLN and
various parties through COP28 as the main actors in the energy transition in
    Indonesia.
