This is because Indonesia was ranked first with the highest number of positive cases and deaths in the Southeast Asia region on June 17th 2020. This made the Indonesian government immediately take intensive steps to reduce the impact of the Covid-19 pandemic in the country. , one of which is by implementing cooperation. multilateral through the COVAX Facility to procure the AstraZeneca vaccine. However, after receiving the first batch of vaccine supplies from the COVAX Facility, it gave rise to a number of polemics regarding the safety of using the AstraZeneca CTMAV 547 vaccine. The research method used qualitative research methods and used secondary data as the main data and used library research analysis techniques as a data validation technique. To be able to analyze the reasons for the Indonesian government to continue multilateral cooperation with the COVAX Facility, researchers concluded Richard Snyder’s Decision Making theory which analyzes internal and external factors into 5 basic elements of the Decision Making framework, namely decision-making situations, decision-making participants. , decision-making organization, decision-making process, and decision-making results. The results of this research show that there are two reasons behind the Indonesian government’s decision to return to using and procuring the AstraZeneca vaccine, namely that the AstraZeneca vaccine has the advantage of herd immunity based on recommendations from WHO and by continuing this collaboration, Indonesia will be able to exceed the vaccination target more quickly in efforts to control the outbreak.
