According the efficien and effective ocal government implication, there are so many obstacles against its effort. Powerless in budgeting and development sustainability beyond their capacity to do well, enforce them to regulate local government implication in many way. Regulatin becomes the important way to make balancing through both dichotomies. Self regulation against the capacity budgeting limited influence local government to decide the right strategy.
