- Abstrak (max. 1600 atau 250 kata): This studi was aimed at describing: (1) governmental policy of Malinau Regency (2) the level of social participation of indigenous people on the development of their own country. The data were primary and secondary and collected by using the following methods: (1) observation, (2) interviews, and (3) documentation. These data were analyzed based on the procedures made by Miles and Huberman, i.e reduction, presentation, and conclusion/verification.
The results showed that (1) MalinauRegency is one of the largest regencies after regional expansion in The Province of East Kalimantan taking 20,16% of total area of the province, with many economic potentials that had not been optimally exploited (2) The governmental policy of Malinau Regency in developing frontier and hinterland regions was by making a breakthrough named Scissor Development System (Indonesian: Kebijakan Sistem Gunting) (3) High level of social participation in Malinau Regency in planning and executing their developmental activities. Their involvement was not only physically but also mentally and in the high sense of being responsible in that process.
