4. Description [Abstrak] : This study discusses analyzing and designing the Norwegian Reaction after the Emergence of the Russian Iceberg Project in the Arctic Region in 2015. The methodology used is descriptive qualitative through secondary data which then uses the concept of Security. namely the study of literature through previous research from books, journals, newspapers and the internet. The results showed that the Norwegian Security Dilemma was due to the iceberg of a project carried out by Russia in exploration and exploitation in the Arctic sea using nuclear energy powered submarines and using the Russian military on the borders in Russia and Norway which gave rise to a sense of insecurity and Norway safe, this make the government of Norway improve and modernize they military in the north and make reprimands against Russia regarding the use of nuclear energy in the Arctic.<\/strong><\/li>\n
