Description [Abstrak] : International Civil Aviation Organization (ICAO) is World Organization under the auspices of the United Nation whose task is to oversee the growth of world aviation and create standards that must be applied by countries in the world to obtain flight licenses. Indonesia has faillure to become a member of the ICAO Council category III in 2013-2016 and this is the fifth successive failure in an election conducted closed by all members. The purpose of this study is to show that Indonesia has a factor to be a member of ICAO Council members. The results of this study indicate Indonesia has not fulfilled fiven ICAO aviation standards overall<\/strong><\/li>\n
