Jenis penelitian deskriptif kualitatif dengan teknik pengumpulan data wawancara, dokumentasi dan observasi. Key imforman dalam penelitian ini adalah Lurah Bontang Lestari dan Koordinator Pelaksana PTSL di Kelurahan Bontang Lestari dengan informan lainnya yaitu masyarakat yang mendaftarkan tanahnya melalui program PTSL, masyarakat pendaftar PTSL yang belum mendapatkan sertifikat dan masyarakat yang bukan pendaftar PTSL. Sedangkan teknik ana;isis data model interaktif yang dikembangkan oleh Miles, Huberman dan Saldana. Dari hasil penelitan yang diperoleh telah menunjukan secara keselurahan bahwa, impelementasi program PTSL (Pendaftaran Tanah Sistematik Lengkap) di Kelurahan Bontang Lestari masih belum optimal. Meskipun struktur birokrasi sudah berjalan baik namun komunikasi dan sumber daya tidak berjalan dengan baik. Dan masih adanya hambatan-hambatan terkait dengan program PTSL (Pendaftaran Tanah Sistematik Lengkap) di Kelurahan Bontang Lestari dikarenakan Banyaknya pemilik lahan yang tinggal diluar Kelurahan Bontang Lestari, tidak adanya kontak person pemilik lahan dan mayoritas lahan tidak siap ukur serta susahnya akses menuju lokasi.<\/strong><\/li>\n<li>5.
