4. Description [Abstrak]:<\/strong> NBR 1993 is one of Single European Market policies. The essence of this regime is to maintan the special treatment and access toward EU\u2019s members and OCTs which are bananas producers. The high needs of this commodity makes NBR becomes sensitive issue. The problem resulted from the implementation of the regime when banana\u2019s producers which are non-members of EU came into opposition to this regime. These countries argued that they had been suffered from this policy. Discrimination and protection by applying tariff quota and license system forced US and several Latin America Countries brought the issue to WTO. Although, WTO response by establishing panel failed to resolved the problems. NBR 1993 revision became NBR 1999 could not satisfied the conflicting parties since the regime still maintain the preferential access toward ACP as EU\u2019s OCTs.<\/li>\n
