4. Description [Abstrak] : The condition of damaged forests in West Kutai is a result of high forest conversion. Deforestation activities certainly have a negative impact on the ecosystem in the forest and the people who live around the forest. One of the negative impacts felt directly by the community is the flood disaster and the loss of community management rights over the village forest. The government’s step to overcome this problem is through the TFCA program with the concept of social forestry. The results showed that the implementation of the TFCA program in West Kutai had a very positive impact on the preservation of tropical forests and the people who live around the forests. The community finally obtained forest management rights from the government. However, in its implementation it certainly did not run easily, there were several obstacles encountered. The obstacles to implementing the Tropical Forest Conservation Act (TFCA) program in West Kutai consist of two: internal and external obstacles. Internal barriers are procedural implementation, issues of regional administration, and funding, while external barriers are the rejection of communities and private companies against the program.<\/strong><\/li>\n
