4. Description [Abstrak] : The purpose of this research is to explain why Russia continue their policy as well as the factors that influence in regarded to gas cooperation with Tiongkok. Furthermore, the author uses foreign decision making theory, and energy security concept to analyze the factors that influence Russia policy and the decision making process. The research indicates that Russia tends to continue the foreign policy in energy cooperation with Tiongkok based on two grand factors that interlinked each other. First factor is Russia needs to boost its economics and stabilization in gas demand. This factor related to several regional situations which happened during the cooperation. At the same time, Russia’s policy also influence by another factor that will give good impact to Russia. That last factor is Russia sees the hiding opportunity behind the One Belt One Road (OBOR) which initiated by Tiongkok. All the reasons that explained before are ultimately prompt Russia to continue gas cooperation with Tiongkok in 2014.<\/strong><\/li>\n
