Description [Abstrak]:<\/strong> Surabaya is the first and only city in Indonesia which had been implementing local regulation on condom using through Perda No.5 Tahun 2004 on Prevention and Tackling the HIV\/AIDS (Human Immunodeficiency Virus \/ Acquired Immune Deficiency Syndrome) in East Java. Due to it, Department of Health of East Kalimantan announced a discourse of Local Regulation of Condom Using Implementation in Samarinda, then followed by the other cities. Since the emergence of the discourse, various opinions have raised, whether the pro comentaries or the contra one. Condom using in East Kalimantan had been stigmatized in people\u2019s mind as a means to make the spread of free sex easier than that of contraception for married couples.<\/li>\n
