This type of research is desctiptive where the author tries to explain food problem in NTT as well as influencing factors. The data presented are secondary data obtained through library (library research) sourced from books, journals and internet. Data analysis technique used is qualitative analysis technique. The results of the study indicate that the barriers of food security programs of Indonesia-FAO cooperation in East Nusa Tenggara are climate and environmental factors, human resources, poverty, education level, capital from both government and foreign investors, access to decent work and other factors.<\/strong><\/li>\n<li>5.
