4. Description [Abstrak] : The oil energy requirement causes Pertamina to make RDMP Refinery Development Master Plan by 2015 to meet Indonesia\u2019s oil energy. This study aims to explain the cooperation between Indonesia and Saudi Arabia through Pertamina and Aramco in the field of oil energy based on Heads Of Agreement 2015. Type of research used is descriptive. The data presented are secondary data. Theories used are Energy Security and International Cooperation. The results of the research show that the implementation of the Refinery Development Master Plan program through the refinery development process undertaken by Pertamina and Aramco are both parties agreed to equally manage the Cilacap refinery, it proved successful by agreeing on HoA Heads Of agreement in 2015 and agreed to form a joint venture or Joint Venture Development to manage the Cilacap refinery by agreeing on four work programs: crude oil supply, management control, oil lifting and asset valuation.<\/strong><\/li>\n
