Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif bersifat deskriptif dengan fokus penelitian faktor pembentuk persepsi yang meliputi induvidu yang bersangkutan, sasaran dari persepsi, situasi, Serta faktor yang mempengaruhi persepsi masyarakat tentang produk listrik prabayar PT.PLN(Persero) di Kota Samarinda. Sumber data menggunakan teknik Purposive Sampling dan Acidental sampling. Pengumpulan data dilakukan melalui penelitian kepustakaan dan penelitian lapangan yang meliputi observasi, wawancara dan dokumentasi atau arsip-arsip yang ada pada instansi Badan Usaha Milik Negara(BUMN) PT.PLN (Persero) di Kota Samarinda. Dari hasil penelitian diperoleh gambaran bahwa pelaksanaan listrik prabayar pada PT.PLN (Persero) Kota Samarinda dapat dikatakan baik, pelaksanaan sesuai dengan aturan-aturan dan teori yang berlaku, Para petugas menjalankan sistem dan program yang telah di tetapkan atau direncanakan. Persepsi masyarakat tentang listrik prabayar PT. PLN (Persero) Kota samarinda, yaitu Listrik prabayar merupakan langkah awal dalam mengatasi berbagai permasalahan pemanfaatan energi listrik, pandangan masyarakat menunjukan hal positif, kemudahan dalam menggunakan listrik prabayar membuat lebih efektif dan efisien, seperti dapat mengatur dan mengontrol pemakaian listrik kemudian untuk pembelian voucher listrik tersedia di kios-kios warga setempat.<\/strong><\/li>\n<li>  5.
