Metode penelitian ini adalah deskriptif kualitatif dengan pengukuran data dibatasi pada gejala nominal yang datanya ditabulasikan dalam bentuk penyajian angka-angka dan persentase. Hasil penelitian menunjukkan bahwa: (1) potensi sumber daya manusia masih perlu ditingkatkan baik secara kuantitas maupun kualitas; (2) proses penyerahan urusan belum disertai dengan penyerahan 3P (personalia, pembiayaan, peralatan) secara penuh; (3) pelayanan yang diberikan kepada masyarakat secara umum telah meningkat, namun belum optimal; (4) sistem penyusunan formasi yang belum sempurna; dan (5) tingkat pendidikan formal, usia dan masa kerja komposisi pegawai cukup baik.<\/li>\n<li id=\"fm-item-penerbit\"> <strong>5.
