Metode penelitian yang digunakan dalam menyusun skripsi ini adalah tipe deskriptif. Teknik pengumpulan data menggunakan studi literatur atau referensi, dan jenis data yang digunakan adalah data sekunder. Teknik analisis yang dipergunakan adalah analisis kualitatif. Teori yang digunakan adalah Teori Neo-Realisme dan Konsep Soft Diplomacy. Kedua teori ini digunakan untuk menjawab bentuk upaya pemerintah Jepang dalam melakukan kerjasama<br \/>\nHasil dari penelitian ini adalah the Japan Foundation  memiliki program jangka panjang dan pendek yang biasa disebut Program Guideliness the Japan Foundation. Program ini berisikan program kebudayaan, bahasa, informasi dan teknologi. Dimana setiap program ini memiliki program khusus di setiap kota di Indonesia. Seperti di Jakarta yang fokus pada program budaya kontemporer dan enterteneur. Yogyakarta dengan program budaya klasik seperti teater, seni tari dan musik. Serta Bandung dengan program budaya dan kebahasaan dengan mengikutsertakan Universitas \u2013 Universitas sebagai pilar dalam menjalin kerjasama.<\/strong><\/li>\n<li>  5.
