Penelitian ini merupakan deskriptif kualitatif. Penelitian ini dilakukan di Kantor Kelurahan Sempaja Barat Kecamatan Samarinda Utara. Fokus penelitian dalam meningkatkan Efektivitas Kepemimpinan Lurah di Kelurahan Sempaja Barat Kecamatan Samarinda Utara mengacu pada Kepemimpinan Lurah, yaitu meliputi: a. Kapasitas (Kemampuan), b. Prestasi, c. Tanggung Jawab, d. Partisipasi. Narasumber meliputi Sekertaris Kelurahan Sempaja Barat selaku Key Informan, dan Staf\/Pegawai Kelurahan Sempaja Barat selaku Informan. Teknik pengumpulan data yang digunakan yaitu penelitian kepustakaan (Library Research) dan penelitian lapangan (Field Work Research) dengan teknik: observasi, wawancara, dokumentasi. Analisis data yang digunakan yaitu alat analisis data model interaktif. Hasil penelitian menunjukkan bahwa Efektivitas Kepemimpinan Lurah di Kelurahan Sempaja Barat Kecamatan Samarinda Utara belum efektif dalam Kapasitas (Kemampuan), Prestasi, Tanggung Jawab dalam pelaksanaan pekerjaan, dan Partisipasi di dalam kegiatan Kelurahan maupun kegiatan masyarakat. Faktor penghambat meliputi kurang disiplin kerja dilihat dari waktu kerja yang telah ditentukan karena Lurah sering pulang lebih awal.<\/strong><\/li>\n<li>  5.
