The type of research is \u201cexplanative \u2013 descriptive\u201c which will describe and explain about the reasons for why cooperation happens. The results of this study indicate that the reason for Indonesian Government to cooperate with Germany related experience catastrophic tsunami in Acehin 2004, as well as geographically Indonesian is prone to earthquake-tsunami disaster, so Indonesian need a disaster management system in order to minimize the impact of disasters and also describing about the cooperation process between those two countries.<\/strong><\/li>\n<li>5.
