Dalam pemerintahan desa baru ini keputusan politis, yakni<br \/>\nkeputusan untuk kepentingan masyarakat desa, menjadi wewenang penuh pemerintah desa<br \/>\nmelalui forum LMD. Di sini institusi adat dengan sengaja dipisahkan dari pemerintahan<br \/>\ndesa, sehingga adat tidak lagi mempunyai peran politis dalam kehidupan masyarakat desa.<br \/>\nKarena pemerintahan desa baru tidak memberi wewenang kontrol oleh masyarakat<br \/>\nterhadap kepala desa dan aparat desa, dan keputusan-keputusan desa menjadi wewenang<br \/>\nekslusif pemerintah desa, maka partisipasi masyarakat dalam pembangunan menjadi<br \/>\nminimal. Sukses pembangunan tergantung pada dukungan dana dari pemerintah, dan<br \/>\nketergantungan pada pemerintah menjadi semakin besar. Untuk memulihkan tanggung<br \/>\njawab masyarakat desa dan meningkatkan partisipasi mereka, diperlukan perombakan<br \/>\nstruktur pemerintahan desa dengan tekanan pada mekanisme kontrol oleh masyarakat dan<br \/>\nketerlibatan yang lebih besar oleh masyarakat dalam pengambilan keputusan publik tingkat<br \/>\ndesa.<\/li>\n<li id=\"fm-item-penerbit\"> <strong>5.
