4. Description [Abstrak] :<\/strong> Australia is one of the destination countries for asylum seekers who escaped from several countries for the purpose to obtaining an asylum. This research aims to identify and describe the reasons of the policy changes in Australia to asylum seekers in the period 2008-2012. This problem will be analyzed with The Concept of Asylum and Decision-Making Theory to know and to describe why there is a change of policy on asylum seekers in the period 2008-2012. This research indicates that Australia\u2019s policy on asylum seekers is based on internal and external factors of Australia. Internal factors related to the social, economic and political Australia, the role of the leader as highest holder of power in the decision-making process, the role of the bureaucracy, and public opinion that is discrediting asylum seekers which led public demands to the government for hard and firm policies. Then the external factors related to international respons towards asylum seekers policy by Kevin Rudd Government as the reason of asylum seekers policy changes by Julia Gillard government.<\/li>\n
