Dibawah bimbingan Dr. Heryono Susilo Utomo, M.Si. dan Kus Indarto, S.Sos., M.AP.<br \/>\nPenelitian ini bertujuan untuk mengetahui bagaimana Implementasi Kebijakan tentang Penyeberangan Pejalan Kaki oleh Dinas Perhubungan di Kota Samarinda dan untuk mengetahui hambatan yang dihadapi dalam Implementasi Kebijakan tentang Penyeberangan Pejalan Kaki yang dilaksanakan oleh Dinas Perhubungan Kota Samarinda.<br \/>\nMetode dalam penelitian ini menggunakan pendekatan deskriptif kualitatif. Sumber data yang digunakan adalah data primer dan skunder. Penelitian ini dilaksanakan pada Dinas Perhubungan Kota Samarinda sebagai key informan yang memberikan informasi tentang data yang berhubungan dengan penulis teliti dan informan adalah masyarakat Kota Samrinda yang ditemui di sekitar tempat penyeberanga orang.<br \/>\nHasil penelitian menunjukkan bahwa komunikasi antar pegawai pelaksana di Dinas Perhubungan Kota Samarinda sudah terlaksana dengan baik, tetapi komunikasi dengan instansi lain belum terlaksana dengan baik. Sumber daya manusia yang dimiliki belum memadai namun telah memiliki pengalaman dan kapasitas untuk mengimplementasikan kebijakan. Sumber daya finansial mengalami hambatan karena adanya pengurangan anggaran pada tahun 2015. <\/li>\n<li> <strong>  5.
