Description [Abstrak] :<\/strong> The 13-story mosque and cultural center called Park51 and Community Center will be build on the site of four story building that was a Burlington Coat Factory in Lower Manhattan, New York. More than 60 percents of New York citizens are againts this building plan caused by the distance which to close to Ground Zero memorial park. Another community stand support this plan including Barack Obama with religion tolerance and muslim right as American in the first Amandement of Constitution. Decision Making Theory and Public Diplomacy Concept as conceptual framework are used to answer the reseach question. The result of study shown that Barack Obama\u2019s support is influenced by internal factor which consist of terorism, culture and community, then the external factors and the structure and social behavior consist of value orientation and groups function. Inside of internal factor, United State\u2019s liberal culture to religion was the most significant factor that affected Barack Obama\u2019s supports Park51 and Community Center construction in Lower Manhattan.<\/li>\n<li> <strong>  5.
