Description [Abstrak]:<\/strong> This article purposes is explaining BLU (Badan Layanan Umum \/ General Service Agent) in the perspective of New Institutional Theory and Principal-Agent Theory through temporer halt case of health service for the poor at Dr. Sutomo Public Hospital, East Java. The observation was commenced from NPM and NPS approaches, BLU amongs NPM and NPS, BLU as New Institutional Theory, and Proncipal Agent Theory in BLU. The conclusion are: BLU is counted for NPM approach; according to the new institutional approach, the transformation from UPTD or department into BLU has not been done perpectly; and BLU activities in terms of good governance could not support its roles as public service agent in the future<\/li>\n
