Description [Abstrak] : <strong>Penelitian ini membahas tentang efektivitas Program Pembangunan dan Pemberdayaan Masyarakat (Pro-Bebaya) dalam bidang ekonomi di RT 28 Kelurahan Teluk Lerong Ilir, Kota Samarinda. Tujuan dari penelitian ini adalah untuk mendeskripsikan efektivitas program Pro-Bebaya dalam meningkatkan kondisi ekonomi masyarakat, serta mengetahui faktor pendukung dan penghambat pelaksanaannya. Dalam penelitian ini penulis menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan terdiri dari Ketua RT, masyarakat penerima manfaat, serta pihak kelurahan. Berdasarkan penelitian yang telah dilakukan oleh penulis, hasil penelitian menunjukkan bahwa program Pro-Bebaya berjalan secara efektif dan memberikan dampak signifikan terhadap penguatan ekonomi masyarakat, terutama dalam peningkatan pendapatan, pengembangan usaha produktif, serta partisipasi aktif warga dalam kegiatan ekonomi berbasis komunitas. Meskipun demikian, masih ditemukan kendala seperti kurangnya pemahaman administratif dan terbatasnya sumber daya manusia dalam pengelolaan program. Penelitian ini diharapkan dapat menjadi bahan evaluasi dan rekomendasi dalam upaya optimalisasi pelaksanaan Pro-Bebaya agar lebih berkelanjutan, adaptif, dan inklusif bagi masyarakat<\/strong><\/li>\n<li>  5.
