Jenis penelitian yang digunakan adalah kualitatif dengan pendekatan metode deskriptif, serta menggunakan teknik Purposive Sampling dan Snowball Sampling. Sumber data didapatkan melalui observasi lapangan, wawancara, serta dokumen dan dokumentasi kemudian data tersebut diolah melalui teknik analisis data model interaktif. Pada hasil penelitian menunjukan bahwa kualitas pelayanan pelanggan Perusahaan Umum Daerah Air Minum (Perumdam) Tirta Kencana, dengan menggunakan 5 indikator dan dimensi pokok seperti: 1) Bukti Fisik (Tangible) masih kurang baik; 2) Tanggap (Responsiveness) sudah baik; 3) Dapat diandalkan (Realiable) sudah baik; 4) Kepastian\/Jaminan (Assurance) sudah baik; 5) Empati (Empathy) cukup baik, maka dapat disimpulkan bahwa pelayanan pelanggan yang diberikan oleh Perumdam Tirta Kencana Samarinda kepada Masyarakat Kelurahan Karang Asam Ilir sudah cukup baik. Adapun faktor penghambat dalam pelayanan air bersih dapat terjadi akibat: 1) Miskomunikasi dari pelanggan dan pegawai; 2) Sarana dan prasarana yang kurang memadai seperti kurangnya jaringan perpipaan.<\/strong><\/li>\n<li>  5.
