Description [Abstrak] : The research entitled \u201cReasons for the Issuance of Executive Order 14086 on the Establishment of the Trans-Atlantic Data Privacy Framework in 2022.\u201d This research analyses the reasons for the United States issuing a decision in the form of Executive Order 14086 to establish the EU-US Trans-Atlantic Data Privacy Framework (TADPF) data transfer cooperation in 2022. This research was prepared in the form of qualitative research, and the type of research method is explanatory. The research uses primary and secondary data obtained using the library research method. The data was then analysed through content analysis, which focused on explaining the variables and factors that emerged in US decision-making. By using Richard Snyder\u2019s Decision-Making theory, this research finds that there are determinants of Joe Biden as a decision maker which are the variables in the issuance of Executive Order (EO) 14086. The first determinant is Spheres of Competence, a variable that discusses Joe\u2019s authority and Biden\u2019s ability to interpret and use a set of rules. The second determinant is Motivation, a variable that discusses Joe Biden\u2019s motivation for responsibility as the country\u2019s leader in resolving certain problems and interests. Then this research also explains the existence of external factors, namely the influence of the EU\u2019s normative power, which also drives US decision making. Joe Biden\u2019s determination as a variable and the influence of the EU\u2019s normative power as an external factor then prompted the US to issue EO 14086. For the author, external influence has the strongest dominant factor. This is because the European Union\u2019s position has a significant impact on the two countries\u2019 data transfer cooperation.<\/strong><\/li>\n
