Di dalam penelitian ini digunakan teori lima tahapan strategi komunikasi dari Middleton. Metode yang digunakan ialah deskriptif kualitatif berdasarkan focus penelitian kemudian dirangkum dan dijelaskan hingga ditemukannya bagaimana strategi komunikasi polres bontang saat ini dalam meningkatkan kinerja pegawai.Hasil penelitian ini menunjukkan bahwa strategi komunikasi belum sepenuhnya berhasil karena tidak ditemukannya bentuk-bentuk strategi komunikasi yang di atur oleh Bagian Sumber Daya Manusia belum berjalan sesuai seharusnya atau telah dilaksanakan tetapi beberapa pegawai Bagian Sumber Daya Manusia masih ada yang belum menjalankan tugas sesuai beban tugas dan tanggung jawabnya sehingga menimbulkan kegagalan komunikasi saat melaksanakan tugas sebagai pemberi pelayanan kepada seluruh pegawai Polres Bontang sehingga pada penelitian ini strategi komunikasi dinyatakan belum sepenuhnya berhasil.<\/strong><\/li>\n<li>5.
