4. Description [Abstrak] : This study aims to describe the compliance both United States and Russia in New START Treaty. The type of research used is descriptive. The data used are secondary types of data obtained through digital library reviews from books, journals, reports, documents, and internet sources that contain data and information relevant to research. The theories used are International Regime Theory and Compliance Theory. The results of the study show that there are 9 indicators that determine the level of compliance with the New START agreement, including: field inspections; number of warheads; data exchange; exchange of telemetric information; new types and variants of weapons in accordance with the provisions of the agreement; BCC meetings; ballistic missile launch; prohibition of interference with NTMs; and a unique identifier. Both the United States and Russia have complied with several indicators in the agreement, but in several other indicators the two countries have not shown compliance<\/strong><\/li>\n
