4. Description [Abstrak] : USAID is a United State foreign aid agency that provides support to developing countries, including Indonesia with autonomy free from military functions. Through the USAID Policy Framework in 2011-2015 contained in the Country Development Cooperation Startegy (CDCS). Indonesia and the US agreed to Maritime Cooperation on October 26, 2015 and formed a Sustainable Marine and Fisheries Conservation Program, especially in Eastern Indonesia. Morotai Island Regency which is located in the outermost part of Maluku Province, is also one of the 14 USAID development priority areas. Morotai is directly adjacent to the Pacific Ocean and the Philippines, in addition to being a meeting point for 3 different WPPs, namely WPP 715, 716, and 717 with a total fishery potential of 1,714,158 tons per year. Morotai Regency has considerable potential to be exploited in terms of CPUE (Catch per Unit Effort) in 2015-2017. The findings state that the potential of capture fisheries in Morotai has not been fully realized and can still be further improved in its management and utilization. Using the concept of Sustainable Development (SDG’s), the role carried out by USAID is to assist and support the Indonesian government in sustainable fisheries management through a framework called “USAID SEA Project 2016-2021”. In the program agreed by Indonesia and the US, USAID plays a role to provide financial assistance and provide an implementation team named Tetra Tech to run the project. The results illustrate that the USAID Implementation Team used 5 Strategic Approaches. Of these Strategic Approach number two focused on improving fisheries management in WPP 715 through the use of four Technical Approaches including Ecosystem-based Sustainable Fisheries, Marine Protected Areas, Marine Spatial Planning, and Law Enforcement.<\/strong><\/li>\n
