Description [Abstrak] : The oil cooperation between Venezuela and Cuba, based on the Petrocaribe regional cooperation is an energy collaboration that aims to provide oil energy at low prices to Latin American and Caribbean countries. In their transactions, Venezuela and Cuba carried out a barter system with Venezuelan oil exchange for the services of Cuban\u2019s doctors and other professionals. The results of this study indicate that there are several factors that hinder comprehensive cooperation between Cuba and Venezuela. These factors are the decrease of Venezuelan oil production due to the implications of the economic and political crisis, PDVSA’s internal problems, and the lack of funds allocated to the Venezuelan oil industry. So that in achieving the purpose of the comprehensive cooperation which is based on the Petrocaribe regional cooperation in providing oil energy at low prices to its member countries it is considered a failure.<\/strong><\/li>\n
