Description [Abstrak] : The European Union as a trusted partner often issues programs to help global recovery, one of which is an investment program Global Gateway in 2021, but this program is only seen as a \u201crepackaging\u201d of previous similar programs. This article aims to explain the reason why the European Union issued the Global Gateway investment program. The method of this research is explanatory research, using secondary data and qualitative technique of data analysis. The concept and theory used was the Decision Making Theory. The result of this research shows the European Union issued the Global Gateway investment program based on two factors, namely internal and external factors. For the internal factors, The first reason is their characteristics to support global development innovating to strengthen their trade, cooperation and sustainable relations in effort to improve the image of the European Union. The second reason lies in the European Union\u2019s cooperation values and goals, which functions as a way for them to achieve their goals indicated with the European Union prioritizing investment in sustainable infrastructure for the transportation, digital, and energy and climate change sector with the intention to bolster the global economic growth. for the external factors, the first reason was the influence of other countries, namely China, in the European Union regions through their Belt and Road Initiative (BRI) project. The second reason is the Sustainable Development Goals (SDGs) program made by the United Nations (UN), marked by the European Union helping and supporting the achievements of the SDGs targets.<\/strong><\/li>\n
